1. Saute the onions, carrots, celery, and garlic until vegetables are tender.
2. Add fresh and canned tomatoes to the vegetables and cook until tomatoes are tender about 5 minutes. 3. Blend all of the ingredients until well pureed and add back to Dutch oven.
4. Add the broth, heavy whipping cream, and fresh basil. 5. Bring soup to a soft boil and cook another five minutes.
